Lawmakers decided to help resolve common situations when traffic jams begin to form on the highway and vehicles create standing queues.
It most often happens after an accident or in case of complications at a narrowing to a smaller number of lanes.
The question is: Which car has the right of way?
Solution
The amendment clarifies the rules for using lanes. It explicitly states that on roads with two or more lanes in each direction, the priority is to the right.
A driver moving from the left lane to the middle (or right) lane must therefore not endanger the driver traveling on the right.
This rule does apply already, but drivers often get it wrong: they believe that the vehicle driving faster, i.e. the one in the left lane, has priority.
